Message from the President It’s been a very challenging few months for
NSW with lock-down and the latest stay at home/isolation protocols in
place. I hope everyone in the community remains well, healthy and coping
with this ongoing personal/family challenge. I have noticed the
increased number of people out walking during the day and taking
advantage of our beautiful suburb and local environment – lots of
interest in bush walking, strolling around the streets and exercising
their dogs. We are very lucky that we have this much choice!
Since the lock-down the Trust has met on a number of occasions (via
‘Zoom’) to discuss and action how best to progress our community
objectives in the current climate. This includes big and small issues
such as :- responding to community concerns, seeking community feedback,
responding to development applications, protecting and maintaining our
heritage, organising and supporting annual community tours/walks, M2
noise, monitoring trucks/traffic concerns, proposed Council bicycle path
plans, ‘dogs-off-leash’ reports, improving access and usage of the
village green, seeking fairer use of Beecroft Community Centre,
maintaining contact with local Council and Councillors, and supporting
the Byles Creek Study/Survey Report and its recommendations, etc.
The Trust is keen to maintain our commitment to the community ‘voice’ in
relation to the local Council elections - ‘Meet the Candidates’ public
meeting. Unfortunately, with the COVID restrictions plus the Local
Council election postponement (December), we have re-scheduled the ‘Meet
the Candidates’ public meeting for late November (more details will be
available about this meeting - subject to COVID requirements).
Lastly, I would like to alert you to our new updated and much improved
social media presence. There are still more information/data/links to be
added to our site, https://www.bcct2119.com.au.
We hope that this social media site will attract attention, spark
interest and encourage people to actively participate in their
community. A big thank-you to Brian Shirley for being so generous with
his time and sharing his skills with us.
Beecroft Cheltenham Civic Trust Website. The
Trust has launched a new Web Site with many useful community
links. All the Trust's past eNews emails and printed bulletins can
be found on the site as well as links to community groups and the
Beecroft Chetenham History Group. We will also regularly update
the site with the latest Development Applications submitted to Council

MEET THE CANDIDATES, Beecroft Cheltenham Civic Trust Public Meeting. The NSW Electoral Commission has postponed the NSW Local Government Elections until the 4thof
December 2021. The Trust has reserved the Beecroft Presbyterian
Church Hall Welham Street for a "Meet the Candidates" meeting on
Thursday the 25th of November. We
will provide further details and updates in our next eNews. We
may be forced to again postpone this meeting if Covid restrictions are
not relaxed.
Staying Positive during the Pandemic.
The good residents of Cardinal Ave. Beecroft are doing their bit to keep
the much appreciated Beecroft Cheltenham community spirit alive.

Update on the Proposed Child Care Centre at 181-183 Beecroft Rd Cheltenham. DA259/2020 The proposed child care centre is expected to be approved. Below is a redacted notification that the Trust received last week.
The Trust has been advised that final proceedings are listed for a
Section 34(4)(b) Hearing in the Land and Environment Court on 25 August
2021. Following discussions that were held between the parties in
the Section 34 Conference on 11 June 2021, the Applicant provided the
Council with some revised plans which were subsequently notified for a
period of time. Notwithstanding that the Conciliation Conference
was subsequently terminated, the parties continued to have discussions
in relation to the Contentions which had been raised in the proceedings
and whether the concerns could be addressed by conditions of consent.
Subsequent notification and exhibition of the amended plans, there were a
number of changes made to the proposed development by the Applicant to
address concerns which had been raised by the Council. The main
changes to the proposed development included:- Relocation
of three car parking spaces and bin storage area from along the
northern side boundary to within the basement car park;
Setting back the driveway further from the northern side boundary enabling further retention of trees;
Retaining
the key landscape heritage elements to the site including paths and
gravel driveway that retain the significant values of the site being the
setting and the structure of the garden;
Retention of front gates and sandstone pillars.
The
changes which were made to the proposed development by the revised
plans addressed the majority of concerns raised by Councils experts to
the proposed development. As such, Council’s Experts are no longer
in a position that they would be able to provide expert evidence to the
Court submitting that the proposed development should be refused.
Further, the limited concerns which remained are able to be addressed
by conditions of consent.
Agreement has now been reached between the parties on a set of
conditions of consent that could be imposed by the Court in the event
that it forms the view that the proposed development should be approved.
The parties have now agreed to a set of Consent Orders which will be
provided to the Court at the hearing on 25 August 2021. The parties will
be indicating to the Commissioner at that time, that they consent to
the Court making the Consent Orders, in the form which is attached,
in the event that the Commissioner forms the view that the application
should now be approved subject to conditions. The parties will
also be advising the Court that the Section 34(4)(b) Hearing should now
be converted to a Consent Orders Hearing. CLICK HERE for the attached consent orders.

For example, Thompson's Corner, West Pennant Hills was named after
Thomas Thompson who owned and operated a Bake-house and store on the
site in the nineteenth century.
Henry
Copeland MP who was the Secretary for Lands in the NSW Parliament,
named Copeland Road after his family. He also named Hannah Street
and Mary Street after his two wives, Beecroft was Hannah and Mary's
maiden name and Malton is the English town in Yorkshire where the sisters Mary and Hannah were born. Hull is a city in Yorkshire.

Local Planning Panel approved the redevelopment of the residential aged
care facility , DA124/2021, by the Thompson Health Care Group on
